Overview
This standard is about controlling installation of products or assets on gas networks.
It can apply to any type of fuel gas or combinations of fuel gas including, but not restricted to, natural gas, LPG, blended or 100% hydrogen.
This includes interpreting work instructions, organising resources, delegating responsibilities and collating key project information. These activities will usually include the leadership and direction of the members of a team and decision making regarding the approach to take when undertaking the work.
This standard is for those controlling operations during gas network activities.
Performance criteria
You must be able to:
interpret required dimensions, lengths, widths, and quantities of products and assets from relevant technical specifications and work instructions
interpret accurate positions of utilities plant, services, buildings, kerbs and boundaries from technical specifications and work instructions
make any necessary corrections to drawings, records and work documents and report these in line with organisational processes
ensure sufficient labour, plant, equipment, materials and consumables are available for work activities
determine installation methods that meet technical specifications and work instructions
carry out and review site-specific risk assessments and apply control measures in accordance with organisational policy
select, check condition of, use and store appropriate personal protective equipment (PPE) in line with organisational procedures
provide technical information to appropriate people when they require it
check and confirm understanding of technical information provided to and from recipients
brief team members on their delegated roles and responsibilities in line with work instructions
complete and store work documentation in line with organisational policies and procedures
refer problems and conditions outside own responsibility to designated people using organisational procedures
Knowledge and understanding
You need to know and understand:
the main responsibilities of the employer and employee under health and safety and environmental protection legislation
how to carry out and review site-specific risk assessments
the organisational reporting lines, roles, responsibilities and levels of authority
safe procedures for handling hazardous and non-hazardous materials
organisational and statutory accident and emergency recording and reporting procedures
the range and use of personal protective equipment for the work activity and procedures for checking PPE is fit for purpose
the procedures for and importance of obtaining the correct authorisations including for the isolation of any part of the utilities network
different methods of accessing technical specifications from reference documents, manuals, regulations, codes of practice, risk assessments and method statements and how to interpret them
how to interpret work instructions including drawings, records, work authorisations and other project specific information
the factors affecting, and means of confirming, the suitability of excavations
range of actions to be taken and means of determining appropriate safe remedial action if work cannot proceed
the importance of compliance with current industry standards and the organisation's policy and procedures for meeting relevant statutory requirements, regulations and codes of practice
types and causes of potential disruption to the work and avoidance measures
how to relay technical information to others in a way that suits the recipient, the type of information and the way it will be used
techniques to check understanding of others and clarify own understanding of technical information and work instructions
the organisation's reporting procedures and who to report problems to including inaccuracies in technical information sources, damage or defects to tools, equipment or materials and work which is incomplete or not to schedule
