EUSGNC015 Determine the approach to specific gas network activities

Overview

This standard is about assessing and analysing specific work activities on gas network assets to determine the approach that is needed to deliver the outcomes required.  

It can apply to any type of fuel gas or combinations of fuel gas including, but not restricted to, natural gas, LPG, blended or 100% hydrogen.

This includes confirming work objectives, analysing  the implications of site conditions and technical requirements, undertaking risk assessments, specifying method statements and operational sequences and briefing those involved in carrying out the work about requirements

This standard is for those responsible for managing or controlling gas network activities.

Performance criteria

You must be able to:

  1. determine the objectives of the work using relevant company documentation and work instructions
  2. confirm any relevant constraints that may impact on the delivery of the work
  3. inspect the site and record any specific factors or technical requirements that could affect delivery
  4. establish any specific equipment, material or plant requirements for the work
  5. select, check condition, use and store the appropriate personal protective equipment (PPE)
  6. carry out and document site specific risk assessments in accordance with industry and employer's own procedures to ensure safe delivery
  7. follow and maintain safe working and environment practices in accordance with health and safety regulations and environmental legislation throughout the duration of the work
  8. produce method statements and operational sequences that comply with all field procedures while delivering the most efficient configuration
  9. ensure all permits and authorities required to undertake work are in place and valid before work commences
  10. record information in accordance with approved industry and employer's own procedures
  11. describe method statements, sequence of activities and any specific factors they need to be aware of, to all people involved in work activity
  12. identify and respond to problems within the limits of own responsibility
  13. identify and report problems outside own responsibility to designated people

Knowledge andunderstanding

You need to know and understand:                       

  1. relevant legislation relating to the work including health and safety, environmental protection and handling hazardous materials and the main responsibilities of the employer and employee under the legislation
  2. organisational reporting lines, roles, responsibilities and levels of authority
  3. the limits of your own responsibility
  4. the purpose of a site conditions assessment, the type of conditions it assesses and how to carry one out
  5. organisational accident recording and reporting procedures
  6. the range and use of personal protective equipment you need to carry out your work
  7. the company procedures and processes for reporting problems
  8. how to read and interpret the procedures and internal and external information sources to make sure that tools and equipment are fit for purpose and safe to use
  9. the processes and procedures for carrying out risk assessments
  10. how to read and interpret instructions and third-party drawings for specific technical requirements
  11. the permits and authorities that are required and how to access and interpret them
  12. the sequence of processes and techniques that need to be followed and applied to successfully complete the work
  13. the purpose of method statements, how to produce one, and what it needs to contain including testing and commissioning aspects
  14. how to minimise risks to self and others when undertaking work activities
  15. company work instructions, information and reporting systems and documentation and how to recognise and report inaccurate and incorrect work instructions and documentation
  16. how to assess the most suitable route for pipework and escalate any issues
  17. how to maximise work site protection and security
  18. the different types and categories of emergency situations that might occur and how to respond to them
